This is a very real fix for the schools. The most difficult part would be finding a way for the loans the Feds cosigned to not wreck the federal government.
If student loans were treated like every other loan, bankruptcy would be an option. With bankruptcy back on the table, banks are more careful who they loan money to and what they loan money for. When the banks become more picky about what degrees they will lend money for, the colleges & universities are forced to both offer only degrees that have value and offer them at a price point that makes sense. When the schools are stuck only offering degrees that have value and make sense, students start having to prove they are capable academically to keep up with the work load that comes with the degree. Needing to actually provide education rather than just schooling, grade schools and high schools need to actually help the students to learn things, rather than to just pass tests.
